Comtel 2008, CII meet on telecommunications, unanimously underlined the need and dearth of rural connectivity. The rural connectivity till date was chewed only as a matter of ‘disaster management’. However, this time it was different where due weightage is given to the facilities like distance learning, electronic learning and teaching through virtual classrooms.
The rural India- Bharat- is changing- and there is need to treat it at par with India- the urban India. The growing purchasing power in few pockets of the country may create regional imbalances and worsen facilities management in cities due to over population.
The rural Indians are not only looking at the issues like loan waivers and measures to revive agriculture, but also are keen on development issues. There are pockets where there exists purchasing power however due to lack of suppliers' interest the things are not moving on the path of progress. The access deficit charges though are being withdrawn; there should not be any withdrawal of the telecom facilities in the villages. However there is a need of drafting wholistic telecom policies which will ensure that the players in India will be made to offer their offerings in Bharat at 'affordable rates' and on an equally good infrastructure.
